I'm sure someone will give it a go for you. However, looking at it professionally the scan is very grain and feint. This means it will be extremely difficult to produce a smooth photo with detail because removing the grain will remove detail and there isn't much there in the first place.

Is the original image any better?

I'm afraid I don't have the original photo, and have no way of accessing it.

All I have is a photocopy of the photograph which was sent to me in the post.

Increasing the contrast is about the only option with these but in my opinion, not worth it.
Some colour could make it look better or at least give it the appearance of definition

I think colouring the image could improve the image but it will end up looking more like a painting than a photo. Then again, I'm openly not a big fan of colouring old black and white photos anyway.
