1891 Census difficulties!

I'm trying to find this mother and son in 1891 and getting nowhere fast!

This seems to be the birth registration:

ROSE, CHARLES mmn HALSEY
GRO Reference: 1890 S Quarter in POPLAR Volume 01C Page 631

Then there's this register of the births that took place in the Poplar WH, which says mother is Elizabeth and baby is legitimate.

However, the PR has no father listed:

Then it's not long until the census, but I can't find Eliz and Charles and he doesn't seem to have died. I may have spent too much time looking in Poplar only, so maybe they had time to move? I did also look for a Rose/Halsey marriage, but couldn't see one, so perhaps either not married or a second marriage?

Baby Charles was born 22 Jun 1890 (from the bap record) and there's a Charles Rose with the same dob on the 1939 Register, but he was actually born the same date but in 1892 in Norfolk, not 1890 as it says in 1939, so a red herring.

Probably not. The person I'm helping hasn't paid for anything yet, so I can't see them paying for something just to show it's not the family they need, which is most likely the case here!!
