1951 HUGHES Thomas of Hafod-y-Delwyn Yniscedwyn-road Ystradgynlais Breconshire died 17 June 1951. Administration Oxford 11 July to Gwenllian Hughes widow. Effects £700.

It's not a will, just an Administration, so all you would get is a copy of the Letter of Administration which might not tell you much more than the above entry does.

Is that just a formal statement of who has responsibility for dealing with his estate?

It's a letter granting administration to that person or people, yes. Well, it can also include details such as the names of the next of kin, so it can be worth getting if there is a mystery of some sort, but in this case his widow was appointed adminstrator so I don't think it would be likely to tell you much.
