I'm curious as to where her dob comes from: she does not appear to have had any children, so I don't understand why anyone would bother to obtain her birth certificate.
If she is the same person, she's unlucky with husbands: eric is found under a tram in 1920. I haven't paid to look at the 1921 census, but she's at the same address, with one Harry Webb. According to te available info, she's born in London, and I assume her age is mistranscribed.
Given that her Timbs grandparents are continually in debt, and her father constantly in trouble with the authorities, it's not unreasonable to assume that she did take off and change her name.
