I have second cousins with a similar amount of shared DNA, but this is not an exact science: based on DNA alone, you can only deal with likelihoods. You don't inherit 25% DNA from a grandparent, but somewhere between 1% and 49%.
If you are using Ancestry, see if they share matches with you. Then search those matches for any surname you think that might be the link.
