A higher page number does not imply a later date, as I found to my cost when I ordered the wrong death certificate, based on date of burial.
While you ought to be declaring a birth in the sub registration district where it happened, there might be reasons for it being re-registered somewere else. I note, however, that the image that FreeBMD has worked from is a typed one. I've never heard anyone from GRO explain the control process to ensure that no additional errors crept in, and as the original records were destroyed, we have no idea what the handwritten registers might have said.

No, but looking at the other records with the same page number as Frederick / Philip, there are (according to FreeBMD) 10 on page 487 including Philip, and 10 on page 486 not including him.

I just remembered there is someone in my tree whose name was registered as Richard and then changed to Maurice. He is indexed under both names on FreeBMD, with the page numbers 673 and 673a respectively, but on the GRO site he is only listed as Richard, page 673, occasional copy A.
