Thank you, Merry. It looks like I'll need to buy Fanny's cert - to find out who her mother was. Presumably she died in America.
With my luck, they went out early in 1901 and missed both censuses.

They should be in the UK in 1901 as that passenger list is Nov 1901!

This looks like them in 1901 but father's name is Jacob:

Jack is another form of John, not James or Jacob -- or at least I've always known it as such.

What was the name you were looking for, that turned out to be Jacob?
