I found that Amelia on a census with Thomas, but when you look at the actual return, she appears to be the daughter of the housekeeper, and I found a marriage for her with the housekeepers surname, and on a later census with that married name she was b USA, so I don't think she actually was a daughter. There was a family tree or two that had her as a daughter as well.

The newspaper announcement of his marriage (1883) says "Arthur Berkeley Webber, formerly of the Public Works (Railway) Department, New South Wales and Queensland", so it looks as though he had been living in Australia for a while rather than in New Zealand at that point.
