Cause of death query

All my certs arrived today

I'm looking at my Dad's uncle and am unsure if there were 2 parts to the cause of death or if it is just one.

He was 23, his occupation was General Clerk and the cause of death Mitral Stenosis and Incompetence.

I've googled mitral stenosis and it is a type of heart disease.

My question is about the incompetence. Does it mean the heart was incompetent or my great uncle himself?

The incompetence refers to the inbility of the heart to do it's job effectively due to the narrowing of the mitral valve area.
