Having looked for him on the 1851 and 1861 census without any luck, are you sure his name wasn't William Cooper?

I've found Peter Cooper b 1817 in Whitehaven in 1851 where William is showing as aged 1 and born Heaton Durham (which I can't find!)

I'm not sure which is the right birth reg for Wm as I'm not sure where Heaton is, but his older brother George (7 in 1851) was born in Chester-le-Street, so this should be him:

Births Sep 1843

COOPER George Chester le Street 24 40
Cooper George Chester le Strt. 24 41

There are two transcriptions for the same entry. I think the page number is 41 not 40, having looked at the GRO index page. Hopefully this cert should give you William's mother.

William's mum may well be Frances:

Frances Cooper 25 No
Sarah 10 No
John 1 No
Sarah 2 No

at Newbottle, Houghton-Le-Spring, Co Durham

Peter and the children were living in Auckland district at census time.

Maybe Frances' death was childbirth related?

Deaths Mar 1851

and this baptism:

I've given up with 1871 as finding single men in their 20s is always tricky if they are not with their parents and by 1861 Peter seems to be dec'd.

I forgot to post 1851, so here it is:

John Cooper son 10 coal miner b Northumberland, Halliwell

Embla Cooper dau 5 scholar b Durham Kelloe (Embla seems to be a contraction of Isabella!)
William Cooper son 1 b Durham, Heaton

Sarah Wheatley wife m 23 b Northumberland (can't read place)
Frances Ann Wheatley dau 1 b Durham St Helens (named for Sarah's mother?)

and here's the marriage to prove Sarah's name was Cooper and not Cowper!!

William's birthplace of Heaton & Helton is most likely to be Hetton which was a small area near Kelloe.

DCC has an online BMD index (not complete) but I can't get it to load at the moment.

There's 2 baptisms of Cooper children with parents Peter & Frances Cooper on Durhamrecordsonline, John (1841) & Isabella (1846).

Yes Merry, Frances died after childbirth (3 days) as did her baby Thomas on 28th February 1851 -

It is amazing how much help you people can be
