ah now in 1851 she is Eliza Wallis age 10 living in Whitecross Street St Luke as her mother remarried

No, I don't really think so as I can't see a birth reg for William Wallis who was b St Lukes in 1850ish either. They may have been one of those annoying families who didn't bother.
