I've found a Parish Record where Lucy remarried after Fredericks death.
She married Robinson Brabon widower on 5 March 1900 in Warrington and gave her father's name as Edward Madeley, Police Officer.
Still unable to find a marriage for Lucy Madeley/Parker to a Frederick Hogg (would have been after Edward Parker died aged 28 Q1 1880 at Chesterfield).

Lucy was free to marry again, but it might be that Fred wasn't.

Yes, Edward Madeley was a Policeman in the 1871 Census. Before that he was a Tape Weaver.
He married Ann Watson in 1838.

Lucy is easily found in the 1921 Census:

Lucy, Robinson, Fred and 3 others are on this record

Lucy died in 1922.
