Can anyone improve these?

I've just found a couple of Australian gaol photos of a relative of mine on Ancestry; they make him look pretty awful, but I've tried lightening them with Irfanview, and he looks a lot better. My effort was a bit primitive, though, so I wondered if somebody with a better program might like to have a go?
