There is a Richard Watkins baptism at St James, Bristol, 29 Oct 1769, parents Matthias and Isabella. A bit early for your Richard, though. And one at Temple, Bristol 25 Jun 1776, parents Samuel and Betty. These are from some CD's that I have.

He had a daughter Elizabeth, and Betty is short for that usually isn't it, so the second one may possibly be the correct one.
