This is probably a red herring, but because you said his middle name was William, I've been looking at this family on the 1861 census - not the George who is too old, but the William who is about the right age:
Tranch Wood, Trevethin, Monmouthshire John Baker Head M 53 Collier Monm Panteg Mary Do Wife M 55 Do George Do Son U 24 Miner Trevethen John Do Do Do 22 Collier Do Ann Do Dau 18 Do Mary Do Do 14 Do William Do Son 7 Do Trevethin is just outside Pontypool. But I haven't managed to find out anything else about them to rule them in or out yet.
