I suppose you've looked at this birth in Crediton district, Devon?

It's not that close to Bickington but the only Peter Tarr in Devon

Do you think the GRO might have wrongly recorded the surname ?

According to genuki, Newtown Abbot is the reg district for Bickington.
You could ask the local RO to check the entry to see if what the surname is in their registers.

What confuses me is: I looked at the map and Bickington is MILES away from Newton Abbott

Well, I am only going on genuki's info, I don't know Devon at all. If I google, I find a town called Bickington just west of Newton Abbot, right up against Dartmoor National Park.

Bickington is a little village just outside Newton Abbot.
I'll try the Farr ref that Di found.
I never thought of mistranscriptions at source!

This one is deffo the South Devon one though.
