Does anyone know what this occupation would have entailed in 1911?

Individual is a 21 year old female.

I searched the 1911 census for year of birth 1890, gender female, keywords cutter and down. There were only 3 matches, and two of those were actually quilt cutters when I looked at the images, so only one where the occupation actually read "cutter down".

Agrees with Kite.
It looks as if her brother is hacking scrap to bits (which is what my neighbour sounds as if he is doing at the moment)
