Yes, they are on the UK site and it seems that you don't need a world sub to view them! I can't see a way of getting straight to a search of that database only on the UK site but if you search the database on the Irish site first and get a name that you want to view, go onto the UK site, search for that name in Search all records - collections from Ireland, then on the left of the screen choose Category - Institutions & Organisations, then a bit further down, record set - show filters, and there should be a box to tick for Ireland Dog Licence Registers. Not sure what institution or organisation they refer to, but that's how to find them!
