Scotland and Northern Ireland death index 1989-2013 - ancestry

I wonder where they have got this from? Anyone know? I don't know whether it is comprehensive or hit and miss at the moment.

Its odd, source info in both cases says 'British Death Indexes, Various Sources' rather than GRO, copyright, permission of etc

They must have put it together themselves somehow, maybe from death notices in the newspapers and suchlike?

Searched for my family in Scotland (and OH's lot in Northern Ireland) who I know did die during this period. No hits.
