DNA Matches Limitations?
 
I have a male DNA match of 28 cM across 2 segments, this person does not have any shared matches with me. It looks like he is descended from English stock, can't see any Scottish, Irish or Welsh ancestors.

Is it unusual for a DNA match of that size to have no shared matches.

No, not particularly unusual.

One 28 cM segment is going to be provide a bigger chance of matches than two which together total 28. If neither is greater than 20 cM, then you might not ever have any shared matches. (There is no guarantee that both segments come from the same shared ancestor)

Virtually all of my matches 4th to 6th cousins have no shared matches which is so annoying.

Some of mine have shared matches, to other unknown matches who all come from the US and their US trees (if any) date way further back than I am able to get my tree.
