Hard to say when it was taken but from what I can see from the image given it would appear that the subject was a Junior Officer in the Merchant Navy.

Sorry Wendy but I don`t recognise him...I am hoping it is William Edward Oakes ...my g grandfather ....fingers crossed...I will e-mail June ...it was her grandad ...she will know....hopefully I will have an answer by the end of the week.....allan
