On the 1939 Register there's one b 15 Mar 1885 who could have been registered in Q2 1885 (as your chap was). He's in Monmouthshire with wife Edith and possible son, Frederick Merrick Oakes. I don't have time to check whether I can eliminate him, except there were no birth regs in 1885 in Monmouthshire, so he's prob not a local.

ONCE AGAIN Merry - I don't know how you do it - Merrick was his mums maiden name - so that's him - thank you so much - he is the only one of the 10 kids I didn't have info on - so I will try and find his marriage to Edith

Looks good. The son on the 1939 register (Frederick Merrick Oakes) was born 22 Oct 1917, so that fits with the Oakes/Bailey birth reg you have from Frederick M Oakes.
